๐ฏ Goal: Eliminate shadow administrator privileges in cloud environments to prevent lateral movement, escalation, and stealthy persistence in your digital estate.

Control #15: Shadow Admins โ Hidden Paths to Cloud Takeover
โYour environment may have 3 official admins. But attackers love the 30 unofficial ones.โ
๐ What Are Shadow Admins?
Shadow Admins are users or roles that:
- Do not hold โAdminโ title
- But can perform privileged actions
- e.g., attach policies, create roles, modify VPC routes, disable logging
They are often:
- DevOps engineers with scoped IAM
- Service accounts with escalation paths
- Federated identities with outdated permissions
- Roles that grant admin via inheritance
โ ๏ธ The Hidden Risk
Attackers exploit shadow privilege chains like:
- Gain access to low-priv account
- Use IAM PassRole + Lambda CreateFunction to escalate
- Disable logging or create backdoor roles
- Maintain persistence undetected
โ Security teams often miss them in reviews because:
- Permissions are indirect or scoped in multiple layers
- Monitoring tools only check for โAdminโ string or direct policy matches
โ CloudCSF Shadow Admin Exposure Test
- List All Users, Groups, Roles
- Include federated users, service accounts, assumed roles
- Map Role Trust Relationships
- Who can assume whom?
- Tools: AWS IAM Graph, GCP Policy Analyzer, Azure PIM Diagnostics
- Check for Escalation Permissions
iam:PassRole,sts:AssumeRole,iam:AttachPolicy,lambda:CreateFunction- Identify non-admins with power to create admins
- Scan for Misused SCPs or Role Policies
- Are there overly permissive Service Control Policies?
- Any resource-wide (
*) permissions?
- Run Shadow Admin Detection Tools
- AWS: PMapper
- GCP: Policy Analyzer
- Azure: PurpleKnight, PIM Explorer
๐ Shadow Admin Maturity Levels
| Level | Description |
|---|---|
| ๐ 0 โ Blind | No review of role escalation or trust chains |
| โ ๏ธ 1 โ Manual IAM Review | Periodic checks, no escalation mapping |
| ๐งฎ 2 โ CSP-native Tools | Basic graphs and policy diagnostics |
| ๐ 3 โ Role Chain Analysis | Map indirect paths to privilege |
| ๐ก๏ธ 4 โ Active Shadow Admin Alerting | Alerts for permission misuse and trust abuse |
๐ ๏ธ Tools You Can Use
- โ AWS PMapper, GCP Policy Analyzer, Azure Role Explorer
- โ BloodHound for Azure AD
- โ Steampipe, ScoutSuite, Cloudsplaining
- โ IAMX, Ermetic, JupiterOne
๐ก CloudCSF Pro Tip
โShadow Admins donโt show up on your Org Chartโbut attackers know exactly where they are.โ
